Neighborhood Watch Westwood Beach has an active Neighborhood Watch Program. If you are interested in being a volunteer, please call 903 617-7991.
Under the direction of the Sheriff Botie Hillhouse, Henderson County is seeing a crackdown on crime throughout the county. There is a Henderson County, Texas facebook page where you may view posts of current activity. Westwood Beach as well as all other neighborhoods is not exempt from crimes. If you see suspicious persons or activity, please call 903-675-5128 or 911. You may also contact them regarding loose or vicious dogs. Just ask for Animal Control. Keeping a log of times and dates as well as descriptions of people, cars or activities are very helpful in preventing burglaries, drug traffic and vandalism. We welcome you to help us keep our neighborhood a safe place to live. The Board meets every third Saturday of the month at 9:30 AM. Please come and bring your issues and solutions with you.

Moving Mobil Homes and Travel Trailers Into Westwood Beach
Property owners moving mobile homes into Westwood Beach must submit an Architectural form and have approval from the Architectural Committee in advance. Mobile homes must comply with the Deed Restrictions requirements .
Any structure must have Architectural Committee approval before being moved into Westwood Beach. The structure must comply with the Deed Restriction requirements as stated.
Any structure moved into Westwood Beach that does not fully comply will have to be removed and could result in legal fees and court costs to the owner.
Owners moving travel trailers into Westwood Beach must contact the Architectural Committee before moving and will be assessed on an individual basis.
Please contact the Office with any updated phone numbers, address changes, etc for any emergency notifications we might need to pass along to you. This would be for things like water running, fire, open doors, etc. Please call the Sheriff's office at 903 675 5128 to report anyone burning hazardous materials such as tires, pressure treated wood, etc.

Someone is still leaving the gates open. UNFINISHED BUSINESS: No dumping signs and cameras are being placed at the boat ramps due to trash being dumped everywhere as well as fish guts. This will enable us to file illegal dumping charges. NEW BUSINESS: After three years of constant problems with Centurylinks outside phone lines and our phones not working properly, it was discussed changing phone service. WESTWOOD BEACH OWNERS ASSOCIATION Annual Meeting for June 25, 2022 Meeting called to order at 10:03AM by President Gale Touchstone. Prayer given by Stella DuBois Pledge of Allegiance led by David Hatt Election Judge – Charity Yates assisted by Marguerite Barker Roll Call: All Board members present. President Gale Touchstone welcomed everyone to the meeting and asked for a motion to waive the reading of the minutes and finacials. Motion made by Barry Touchstone with Cindy Miller 2nd. Motion carried. Maintenance report: Repairs are being made to all boat ramps. Gary and Andrea Russell volunteered to help with repairs. Misty Conroy still has some wood to donate for repairs. Pool is doing great.
Crime Watch: There have been no reports of break ins or excess traffic.
Docks and Dumpsters: The boat ramp gate at “C” Dock continues to be left open by a property owner. We will notify the owner of the need to keep gate locked. If anyone sees the gate open, please help out by stopping and locking the gate. Ameritex Trash Services has been purchased by Live Oak Sanitation. They are going through a change in management as well as being extremely short handed. It has resulted in our services being delayed several times. While we understand their problems, we have discussed the situation with them and they are trying to correct the problem.
New Business: The pool hours were changed to 1:00 P M until 8 P M for Sundays. There had been one complaint. The board asked for discussion or complaints regarding this change. There were no complaints and it was stated that there is normally no one coming to swim at any earlier time. The floor was then opened for election. The position of Vice-President and Director #1 were on the ballot with Vice President Cindy Miller and Director #1 David Hatt up for re election. There were no nominations from the floor and no nominations that had been presented prior to the meeting. President Gale Touchstone stated if there were no nominations the election was closed and asked members to cast their ballots. Election Judge Charity Yates collected ballots. Ballots were counted by Charity Yates and Marguerite Barker. There were 18 votes cast. Cindy Miller received 18 votes. David Hatt received 18 votes. MINUTES: The March minutes were reviewed. Charity Yates made motion to accept Misty Conroy 2nd. Motion carried. There were no April minutes due to cancelled meeting after tornado. FINANCIAL REPORTS: The financial report for March and April were reviewed with Misty Conroy making a motion to accept. Charity Yates 2nd. Motion carried. COMMITTEE REPORTS Maintenance: Pool is ready for opening. After the Tuesday, April 12 tornado there was a downed tree behind the pool, On Thursday the Touchstones piled up limbs from storm. Doug Hix began clean up Gordon Brand brought equipment and took large tree trunk and moved root ball to the burn pile. Doug continued cleaning up damage. The following Saturday Charity Yates, Jill Lowe, Cindy and Allan Miller came and helped dig up broken fence posts and took rotted storage shed down. Thank you so much for the help. Doug repaired leak a in backwash line that had busted from falling tree and continued burning for another week. Crime Watch: There have been no reports of thefts or break ins. . Architectural Control: There is still lots of clean up from the tornado. There are also a lot of properties that are sold and will be cleaned up. Docks & Dumpsters: There is some more wood needing replaced on the docks. Gary and Andrea Russel volunteered to help with that. Misty Conroy has some wood to donate for that. Someone keeps leaving “C” dock gates open. UNFINISHED BUSINESS: Lynda Hix called the tax office and got final on adjusted taxes and they have been paid. NEW BUSINESS: The maintenance fee payments are slow coming in this year. Anyone needing a payment plan can call to discuss options for payment. Due to the situation of our economy the utilities, pool supplies and trash services have increased greatly. There are shortages of goods as well as employees to do the jobs. We are doing whatever possible to cut costs on utilities and supplies. We will cycle the pool pump three days a week to help reduce electric cost as well as leave air conditioning off except when building is in use. Two years ago the Pool Contract was reduced and will remain in place. There was discussion about the aerobics class using the pool on Mondays and they have agreed to not get in the water on Mondays to give chemicals time to dissolve. The board also discussed changing the Sunday pool opening time to 1:00 P M. so that any workers choosing to attend church services could do so. Misty Conroy made the motion to open on Sundays at 1:00 P M. stating there is usually no one there for swimming until after lunch. Charity Yates 2nd. Motion carried. Gary and Andrea Russell asked if we could raise the maintenance fees to help with the rising prices. The board feels that is not an option at this time. The Russells' also stated it appears one of their neighbors that is a part time resident appears to have roof damage. The office will try to contact them. There are several demolitions going on preparing for new owners to renovate some of the properties. Docks & Dumpsters: There was more wood needed than expected so some will need to be purchased along with screws for boat ramps. Also a Banner sign needs to be posted at Trash Disposal. Some chemicals have already been purchased due to the supply issues so that we will not have a problem getting them. Mower had to be repaired due to a pump and line leaking. Warranty would not cover cost. Crime Watch: There have been no reports of thefts or break ins. There is still some suspicious traffic in certain areas. Thank you to the neighborhood watch crew for your constant dedication to patrolling. Architectural Control: We are awaiting a report from the Fire Marshal regarding the trash that was dumped in the middle of the night on Red Oak Circle. There were over 15 citations issued regarding property clean up issues. We have had many new property owners in recent months and there is a lot of clean up and remodeling going on. Docks & Dumpsters: Thank you to Tommy Osborn for donating wood to help repair the docks where some of the wood is missing. Someone continues to leave trash at dumpster gates. Please report this if you see who is doing it. DO NOT leave trash when the area is closed. UNFINISHED BUSINESS: There is another sale scheduled in March by Charity Yates to help defer the cost of much needed repairs around the Center.

Prayer given by Carolyn Blake Pledge of Allegiance led by Cindy Smelser Sargeant of Arms - Deputy Jarod Mills Election Judge – Sam Hickman with Charity Yates assisting. Roll Call: All Board members present. President Gale Touchstone welcomed everyone to the meeting and asked for a motion to waive the reading of the minutes and finacials. Motion made by Barry Touchstone with Cindy Miller 2nd. Motion carried. President Gale Touchstone again thanked Charity and Terry Yates for volunteering to pay $ 800.00 of the cost of new flooring for the Community Center. It will be installed next month. There was discussion regarding repairs to the railing at the steps of the pool. We will research a way to do that without having to drain the pool. The pool is open with an average of 20-30 daily. Loose dogs continue to be a problem. The Board has spoken with Animal Control and they are picking up unattended dogs as they can catch them out. If you are having a dog problem please call 903-675-5128 and ask for Animal Control. Rick Range complained about the older properties that need cleaning up. He recommended we forclose on those properties and raise maintenance fees. The Board stated they feel that is not cost effective due to the large balance of back taxes we would have to pay plus the lawyer fee and court costs. The floor was then opened for election. Gale Touchstone was nominated for President by Barry Touchstone with Cindy Miller 2nd. Rick Range was also nominated by Megan Range from the floor. Daniel Peavy 2nd. No other nominations. Misty Conroy was nominated for Director 2 by Charity Yates with David Hatt 2nd. No other nominations. Beth Gilmore was nominated for Director 3 by Marguerite Barker with Cindy Miller 2nd. No other nominations. President Gale Touchstone stated if there were no other nominations the election is closed and asked members to cast their ballots. Election Judge Sam Hickman collected ballots. Ballots were counted by Sam Hickman and Charity Yates.
There were 22 votes cast – 2 were absentee ballots. Gale Touchstone received 17 Votes. Misty Conroy received 19 votes. Beth Gilmore received 19 votes. There was 1 write in vote for Charity Yates as Director 3, 1 write in vote for Director 2 and 2 votes for Rick Range for President. One ballot was not completed and signed and was not counted.

Docks & Dumpsters: Someone continues to leave the gate at “C” Dock open daily. If anyone sees who is responsible please let them know to lock the gate. UNFINISHED BUSINESS: We have initiated pool rules to comply with the Covid 19 proclamation issued by Governor Abbott. A copy will be given to each family that uses the pool. NEW BUSINESS: The Board of Directors voted unanimously to postpone the June annual meeting until July 25 due to the Coronavirus and will re evaluate if needed in July. The pool opens today at noon.

Crime Watch: We appreciate all that assist with Neighborhood Watch. We have had a calm summer. There have been no reports of home burglaries and only one unlocked car vandalized. Architectural Control:The Board stated they will be reporting some violations to the fire marshal for property clean ups. Docks & Dumpsters: All Ok. UNFINISHED BUSINESS: The Board will check with Monarach Utilities regarding the pipe at the back of the building that is exposed since the rains. There has been much interest in reinstating the “Senior Game Night” and Water Aerobics. Beginning July 30 there will be water aerobics from 8-9 A M on Tuesdays, Wednesdays and Fridays. Senior Game night will begin August 10 and every second Saturday at 5 P M.

Vice-President Cindy Miller welcomed everyone to the annual meeting. A motion was made by Paul Graham to waive the reading of minutes and financial reports. Cindy stated we are continuing with making repairs to boat docks and ramps as well as areas around the Community Center and pool area. She thanked Thomas McLean, David Hatt, Tommy Osborn, Jill Lowe, Sam & Janet Hickman, Ken Finkie, Doug Hix, Barry & Gale Touchstone, Paul Graham and Gary Russell for their generous donations of materials and labor. Cindy also thanked the County Commissioner, Henderson County Sheriffs Office and the Fire Marshal for helping to make our community better.
Cindy Miller stated most days we are having 40-60 residents enjoying the pool which is open from May 25th through September 3rd. Vera Reece stated that Wildewood Subdivision had installed electronic gates at their swimming pool that seemed to be working well. She suggested we should put electronic gates at our pool and the trash disposal area to save money. Carolyn Blake stated she lives across from Wildewood pool and it is not working well. There are people drinking alcohol and smoking in pool area and swimming after dark up until 10 P M at night which are all violations of State Laws for “Class C” pools. David Hatt stated the dangers of using the electronic gates. He stated when you remove the human element there is nothing to stop people from doing as they please. This leads to many problems. David Hatt also stated he has seen much improvement in our subdivision the past two years. He praised the folks that are volunteering to help stating we are getting things done. Cindy Miller stated that Doug and Lynda Hix go above and beyond their assigned duties including pool pump repairs, plumbing and mower servicing in order to save the association money. Property Owners responded with applause .Cindy Miller stated the audit was completed July 13, 2018. All records were in order. Jill Lowe announced that there are a few “Caring Samaritans” in the area that have a small fund started for helping those in the community with food, gasoline, prescriptions and utilities during emergencies. Three people were assisted since May. This is not an association thing but a group of folks in the community helping out. She stated anyone wishing to donate $5.00-$10.00 monthly or give canned goods can contact Misty or Jill through the office at 903-849-3226. ELECTION Vice President Cindy Miller stated the floor was open for election of officers. Gale Touchstone reported we have had heavy load of 60 plus swimmers daily. We are having to clean out lots of hair in system about every two weeks from the heavy load. President also relayed the previous issues with post dated checks and the options stated in our By-Laws and State law. Paul Graham asked for the floor. He stated he sincerely hoped that this Association appreciates the work being done by the contracted workers and the Board. WESTWOOD BEACH OWNERS ASSOCIATION ANNUAL MEETING OF June 24, 2017 36 Registered Voters Meeting called to order by President Gale Touchstone at 10:00 A M According to By-Laws the meeting is open to the Association business. Prayer given by Carolyn Blake. Pledge of Allegiance to the Flag led by Donna Knox. ROLL CALL-Board of Directors: President Gale Touchstone, Vice President Donna Knox, Director #1 Cindy Miller, Director #2 Don Emmons, Director #3 Chris Yater. Sergeant of Arms: Officer Megan Hogan Election Judge: Sam Hickman Gale Touchstone welcomed everyone to the meeting and thanked all volunteers, Sheriff's office, County Commissioner and Fire Marshal Rodney Fortner for their help. Paul Graham made a motion to waive the reading of minutes and financial reports. Cindy Miller second. All in favor, motion carried. Gale Touchstone stated our clean up day was a success. Last year we rid the neighborhood of 9 tons of trash and this year 12 tons. This year's accomplishments so far include updating our community center with fresh paint, repaired walls, bathroom repairs, park renovation and boat ramp repairs. The Board announced there are payment plans available for Property Owners who have a past due account for maintenance fees. Robbie and Vera Reece addressed the Board regarding partial payments and receiving owners cards. President stated they will review procedures at the next meeting.
